UN Security Council Backs Trump's Gaza Proposal

A global body has voted to endorse measures presented by President Trump for achieving a durable ceasefire in the Gaza Strip, including the introduction of an international stabilisation force and a potential path to a independent Palestine.

Widespread Support with Key Abstentions

The resolution was approved by a vote of 13-0, with China and Russia declining to cast votes. The US envoy the American delegate told the council chamber that it charted “a different path in the area for Israelis and Palestinians and all the residents of the region alike”.

Balanced Phrasing on Palestinian Statehood

Addition of allusions to an sovereign Palestinian state was the trade-off the America agreed to for endorsement from the Arab and Islamic world, who are expected to contribute security forces for the global force.

“Interim measures that we begin today must be executed in accordance with international law and honoring Palestinian self-determination,” the UK chargé d’affaires declared.

Netanyahu's Resistance Continues

Nonetheless, on the verge of the resolution approval, Israeli prime minister the Israeli leader reiterated his government’s strong objection to the formation of a sovereign Palestine, creating uncertainty on whether the Israeli government will permit the enactment of the UN-mandated proposals.

Main Elements of the Proposal

  • Immediate lifting of remaining curbs on humanitarian aid into Gaza
  • Formation of an global security force
  • Moves towards rebuilding and a potential “avenue to Palestinian self-determination and statehood”

Vague Phrasing and Conditions

The inclusion to independence was a balanced insertion to an initial US draft which did not mention it. But the phrasing is ambiguous and dependent, promising only that once the Palestinian Authority has implemented reforms and the rebuilding of the strip is under way, “the conditions may eventually be in readiness for a feasible course to Palestinian independence and nationhood.”

International Feedback

The phrasing did not meet of the definite pledge to the building of a sovereign Palestine beside Israel requested by Arab and Islamic states, as well as European delegates, but in addresses to the assembly after the approval, envoys from those states said they were willing to endorse the compromise in the service of continuing the present ceasefire and prompt actions to assist and secure the millions of Palestinians in Gaza.

“Algeria has finally decided to support of this document, a resolution that we approve its core objective, namely the maintenance of the cessation of hostilities and the formation of conditions enabling the Palestinians to claim their immeasurable rights to self-determination and statehood,” Algeria's representative announced.

Implementation Challenges

The proposal provides comprehensive monitoring control to a “stabilisation committee” chaired by Trump, but of uncertain membership. The board has to inform the international body but it is not obligated by the wishes of the UN or by the PA.

Furthermore, it demands the establishment of a Palestinian technocratic committee that is expected to manage daily administration of the territory and the distribution of aid, but it is far from clear who would participate.

Security Force Authority

The authority of the global force authorizes it to remove and dissolve armed groups in the territory, but it is highly uncertain that potential participating nations would consent to engage such groups. Not a single nation has to date committed itself to sending peacekeepers.

Furthermore the standards for reform of the Palestinian Authority, the requirement towards progress on independence, have been hazy.

European diplomats said they deemed it necessary that the names of the Palestinian technocratic committee to provide utilities was determined as promptly.
